In 1888, New Castle was incorporated as a municipality with those powers granted to it by the State of Colorado, that is, as a statutory town. In 1999, the citizens of New Castle exercised their right to decide how their local government should be organized by adopting a Home Rule Charter in conformity with Article XX of the Colorado Constitution.
